Candidates from EU, EEA (and CH) countries

Foreign citizens from EU/EEA/CH countries have the right to apply under the same conditions, in terms of admissions process and study fees, as Romanian citizens. Since they need the certificate of recognition of previous diplomas, the admissions process has two steps. The first step is a preliminary application at the International Admissions Office (which checks the application file for completion and issues the request for the certificate of recognition from the Ministry of Education, through CNRED). The second step starts once the certificate of recognition is received at the university: the file is sent from the International Admissions Office to the faculty admissions committee, where the actual admissions contest takes place.

Foreign citizens from non-EU/EEA/CH countries need a letter of acceptance from the Ministry of Education and, therefore, the admissions process has two steps. The preliminary application at the International Admissions Office (which checks the application file for completion and issues the request for the letter of acceptance from the Ministry of Education, through DGRIAE) is the first step. The second step begins after the letter of acceptance is received from the ministry: the file is sent from the International Admissions Office to the faculty admissions committee, where the actual admissions contest takes place.

Foreign citizens of Romanian ethnicity, as well as Romanian citizens residing abroad can benefit from scholarships provided by the Ministry of Foreign Affairs and the Ministry of Education.

Candidates from non-EU
In order to apply for Masters degree studies, a candidate’s file must contain:

2 sets of the following documents:

  • Authorized Romanian translation of the bachelor degree diploma and original bachelor degree diploma
  • Authorized Romanian translation of the bachelor degree transcript and original bachelor degree transcript
  • Authorized Romanian translation of the high school diploma and original high school diploma
  • Authorized Romanian translation of the high school transcript and original high school transcript for all years of high school
  • Authorized Romanian translation of birth certificate
  • Proof of Language Proficiency Certificate for Romanian language released by Romanian institutions recogised by the Romanian Ministry of National Education and Scientific Research with minimum accepted level B1 or diploma of preparatory language year (entrance examination for the teaching specializations in Romanian) or proficiency certificates issued by institutions approved by the University “Ovidius” of Constanta
  • Medical certificate and authorized Romanian translation (if the certificate is issued in other languages than romanian language)
  • 4 passport size photos
  • Copy of passport (pages 1-4)
  • a document stating the candidates address outside Romania (driver’s licence, id, etc.)
  • Application forms for the ministry of education – Annex 2A (Application for the issuance of letter of acceptance to studies) / Annex 2B (Demande d’application pour la lettre d’acceptation aux études) (Office of International Students staff will provide the candidate with the application)
  • Application forms for university – Annex 3 (Statutory Declaration ) and Annex 4 (Declaration regarding the documents submitted to the candidate’s file) – (Office of International Students staff will provide the candidate with the application)
  • Proof of processing fee 100 euro – – paid at BCR bank, after file is reviewd by Office of International Students staff

N.B. Before submitting the file to the university staff in order to be processed, the candidate must first obtain the following stamps on all original diplomas as well as all original transcripts

  • HAGUE APOSTIL or
  • Ministry of Education in the issuing country
  • Ministry of External Affairs in the issuing country
  • Romanian Embassy or consular office in the issuing country
  • At arrival in Romania the Ministry of External Affairs

In order to apply for Master degree studies, a candidate’s file must contain:

  • Medical certificate and authorized Romanian translation (if the certificate is issued in other languages than romanian language)
  • 4 passport size photos
  • Copy of passport (pages 1-4)
  • Application forms for the ministry of education – The European citizens request for the recognition of studies in order to apply to Masters/PhD degree studies (Office of International Students staff will provide the candidate with the application)
  • Application forms for university – Annex 3 (Statutory Declaration ) and Annex 4 (Declaration regarding the documents submitted to the candidate’s file) – (Office of International Students staff will provide the candidate with the application)
  • Proof of processing fee 100 euro – – paid at BCR bank, after file is reviewd by Office of International Students staff
  • Europeans must also pay a processing fee of 50 RON (processing fee in addition to the university fee), directly to the Romanian Ministry of National Education and Scientific Research at:
