HOW TO APPLY

Admission Session 2022-2023

Residency Studies

Residency studies are organized in Romanian language only and have a duration of 4 to 7 years, according to the Nomenclature of medical, medico-dental and pharmaceutical specialties, for the healthcare network. Residency studies end with a final examination, and the certificate of specialization is obtained after passing it.

Residency studies represent the specific form of postgraduate education for graduates of medicine, dental medicine or pharmacy faculties, which provides the necessary training in order to become certified in one of the specialties included in the Nomenclature of medical, medico-dental and pharmaceutical specialties, for the healthcare network.

  • International citizens from EU/EEA/CH countries are entitled to apply under the same conditions, in terms of admissions process and study fees, as Romanian citizens if they are granted the Certificate of Recognition for the previous studies by the Romanian Ministry of Education.

Since the Certificate of Recognition of previous studies is mandatory, the admissions process has more steps:

  1. Candidates will upload all the requested documents in pdf or jpeg format, as mentioned in the list of necessary documents hereinbelow, to the on-line platform (https://admitere.univ-ovidius.ro/), at the international students section.
  2. Department for International Students staff will check the application files for completion and validate the complete ones. Candidates whose files are incomplete will receive a guidance message meant to help them complete their files.
  3. For candidates who do not have a Study Recognition Certificate, the Department for International Students will forward their files to the competent departments of the Romanian Ministry of Education (CNRED) for the issuance of the Study Recognition Certificate (Atestat).

*** Candidates that have been granted the Study Recognition Certificate by the Romanian Ministry of Education must follow the same application process for residency studies as Romanian citizens.

 

International citizens from non-EU/EEA/CH countries need a Letter of Acceptance issued by the Romanian Ministry of Education, thus the admission process has more steps:

  1. Candidates will upload all the requested documents in pdf or jpeg format, as mentioned in the list of necessary documents hereinbelow, to the on-line platform (https://admitere.univ-ovidius.ro/), at the international students section.
  2. The Department for International Students staff will check the application files for completion and validate the complete ones. Candidates whose files are incomplete will receive a guidance message meant to help them complete their files.
  3. Files that have been validated by DSS will be analyzed by the admission committees of the faculties for eligibility.
  4. Files of eligible candidates will be sent by the Department for International Students to the competent departments of the Romanian Ministry of Education (DGRIAE) for the issuance of the Acceptance Letter.

***Candidates will periodically check the university website or will contact the Department for International Students at the following e-mail addresses: admissions@univ-ovidius.ro or student.services@univ-ovidius.ro  to obtain information in regards to the issuance of the Acceptance Letters.

***Candidates that have been granted the Acceptance Letter by the Romanian Ministry of Education will contact their specialty coordinator in order to set the date of enrollment and beginning of the first stage, and will submit their enrollment request to the Department for International Students.

***Furthermore, candidates will contact DSP Constanta (Public Health Directorate of Constanta) in order to register as an international resident doctor and to declare the beginning date of their first stage.

 Steps to be followed

All files shall be uploaded to the on-line platform (https://admitere.univ-ovidius.ro/) at the international students section.

Candidates need a scanner or high quality photo device (phone, camera, tablet) in order to upload the requested documents.

Attention, all uploaded documents must be legible (easy to read, use capital letters!).

In order to apply for Residency studies, candidates must upload the documents mentioned in the list below to the on-line platform (https://admitere.univ-ovidius.ro/) at the international students section.

  • Copy and notarized Romanian translation of the bachelor degree diploma or, for 2022 graduates, copy and notarized translation of the bachelor degree certificate which contains the same grades and information that are to be included in the final bachelor degree diploma, certified by the relevant authority of the issuing country (please see below the Very Important info)
  • Copy and notarized Romanian translation of the bachelor degree transcript
  • Copy and notarized Romanian translation of the high school diploma or equivalent diploma certified by the relevant authority of the issuing country (please see below the Very Important info)
  • Copy and notarized Romanian translation of the high school transcript for all years of high school
  • Copy and notarized Romanian translation of the birth certificate
  • Copy and notarized Romanian translation of the marriage certificate (for married candidates who have changed their names after marriage) or any other document certifying a name change
  • Romanian language proficiency certificate issued by Romanian institutions recognized by the Romanian Ministry of Education with minimum accepted level B1 or Romanian Language Preparatory Year Diploma
  • Copy of the medical certificate (issued in an largely-circulated language) stating that the candidate is medically fit for the domain or study program which he is applying for
  • Passport size photo
  • Copy of passport (pages 1-4)
  • Copy of a document stating the candidate’s address outside Romania (driver’s license, id, etc.)
  • Application form for the issuance of the Acceptance Letter
  • Application form for international citizens (shall be generated automatically upon application)
  • Declaration regarding the documents submitted in the application file
  • Own liability statement regarding the authenticity and correspondence between the digital/scanned documents uploaded to the platform and the original documents
  • General Data Protection Regulation (GDPR) form
  • Provisional agreement of the coordinator, Dean and Rector of the University
  • Proof of file processing and application fee (the fee shall be paid at BCR bank and the invoice shall be scanned and uploaded to the platform)

VERY IMPORTANT

N.B. Before uploading the documents to the on-line platform, the candidate must first obtain the following stamps on all original diplomas as well as all original transcripts (as requested by the Romanian Ministry of Education https://www.cnred.edu.ro/):

HAGUE APOSTIL (by the competent authorities in the issuing country). Study documents issued by Greece, Spain, Portugal and Cyprus, will hold the Hague Apostil, the rest of the EU member states being exempted.

For the states that are NOT a part of the Hague Convention, study documents must be accompanied by an authenticity statement issued by the competent authorities in the issuing country or

  • Authentication made by the Ministry of External Affairs in the issuing country, Romanian Embassy or Consular Office in the issuing country & Ministry of External Affairs in Romania
  • Authentication made by the Ministry of External Affairs in the issuing country, Embassy / Consular Office of the country in Romania & Ministry of External Affairs in Romania
  • For countries where there is no Romanian Embassy/Consular Office nor do they have an Embassy/Consular Office in Romania the study documents shall hold the stamp of the Ministry of Education & External Affairs in the issuing country
  • Exemption from authentication is allowed in accordance with the law, based on an international treaty that Romania is a part of, or based on reciprocity. Please revise the below link: (https://cnred.edu.ro/ro/lista-statelor-pentru-care-se-solicită-apostilarea-sau-supralegalizarea)
  • Diplomas issued by Moldova do not need any authentication. Diplomas issued before 2008 as well as diplomas that cannot be verified through the official portal, will have to be accompanied by an original authenticity statement issued by the Ministry of Education of Moldova.

 

 

FINAL STEP – REGISTRATION

After the Acceptance Letter is issued by the Romanian Ministry of Education, candidates must follow the final steps for enrolling into “Ovidius” University.

  • Candidates will contact their specialty coordinator in order to set the date of enrollment and beginning of the first stage, and will submit their enrollment request to the Department for International Students.
  • Candidates will contact DSP Constanta (Public Health Directorate of Constanta) in order to register as an international resident doctor and to declare the beginning date of their first stage.
  • In order to enroll candidates must pay their tuition fee
  • The Study contract shall be signed at your arrival in Romania;
  • All original documents (original school documents and original authorized translations) are compulsory and will be submitted to the Department for International Students at enrollment and the study contract shall be signed, otherwise, the admission process will automatically be cancelled, with no refund of the file processing and application fees;
  • In case of proven forgery, all rights granted through admission shall be lost and all payments towards the University are non refundable.
